Energy Efficiency Design Standards: New Federal Commercial and Multi-Family High-Rise Residential Buildings and New Federal Low-Rise Residential Buildings

The final rule implements provisions in the Energy Conservation and Production Act (ECPA) that require DOE to update the baseline Federal energy efficiency performance standards for the construction of new Federal commercial and multi-family high-rise residential buildings.
This rule updates the baseline Federal commercial standard to the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) Standard 90.1-2013.

The incorporation by reference of certain ANSI/ASHRAE/IES 90.1-2013 in this rule is approved by the Director of the Federal Register as of January 5, 2016.

All Federal agencies shall design new Federal buildings that are commercial and multi-family high-rise residential buildings, for which design for construction began on or after November 6, 2016, using ASHRAE Standard 90.1-2013 as the baseline standard for 10 CFR part 433.
