Members of Congress Send Letter to President Biden to Overhaul HVAC Systems in Schools

On February 8, Congresswoman Doris Matsui (D-CA) and 29 of her House colleagues sent a letter to President Biden asking him to create a program to overhaul HVAC systems in schools "...with a special eye towards environmental justice and low-wealth communities which are disproportionately affected by toxic air pollution." The letter also asks for upgrades to "meet ventilation and filtration recommendations for reopening schools set forth by the World Health Organization, the Centers for Disease Control and Prevention, and the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE)." House Democrats Reintroduce GREEN ACT

On February 4, the Chairman of the House Ways and Means Subcommittee on Select Revenue Measures, Mike Thompson (CA-05), along with the entire Democratic membership of the committee, reintroduced the Growing Renewable Energy and Energy Efficiency Now Act (GREEN Act) which would extend and expand existing tax incentives, and provide new tax credits for renewable energy production, energy efficiency investments, and energy storage. State of Michigan COVID-19 "Safer Dining Program" includes ASHRAE Recommendations

Governor Whitmer of Michigan recently announced a voluntary program called "MI COVID-19 Safer Dining," in which restaurants in the state can work with HVAC inspectors who will recommend ventilation, filtration and air cleaning changes as necessary to improve circulation, air quality and reduce the risk of COVID-19 spread. The program’s checklist for restaurants includes references to ASHRAE and CDC recommendations for ventilation and air filtration mitigation protocols. The checklist can be found here.

ASHRAE COVID Guidance Referenced in Proposed New Mexico Bill

A proposed bill in the New Mexico House, introduced on February 2, includes a reference to ASHRAE’s COVID-19 guidance. HB 232, the Public School Ventilation Improvement Act, would provide grants to school districts to improve mechanical ventilation systems in public schools for the health and safety of students and school personnel during the Coronavirus pandemic. It would require a building ventilation assessment to verify whether the existing mechanical ventilation system follows ASHRAE’s recommendations for ventilation needs.
