House Subcommittee on Environment and Climate Change of the Committee on Energy and Commerce Considers HFC Phase-Down Legislation

On March 12, the Subcommittee on Environment and Climate Change of the Committee on Energy and Commerce will meet to consider two pieces of legislation, including H.R. 5544, the "American Innovation and Manufacturing Leadership Act of 2020." This legislation, which ASHRAE supports, would require the Administrator of the U.S. Environmental Protection Agency to issue a rule that would phase down the production and consumption of certain high global warming potential (GWP) HFCs in the U.S. The timeline for phasedown would begin in 2020, with a limit of 90% of baseline production and consumption, and by 2036 the limit is15% of the baseline.
